I cannot imagine anyone refusing to sign one. Can you? Even if they're pedos they'll sign so they won't be suspected. What if we got 100,000,000 Americans to sign it? What then? I'll go get signatures. For days and weeks I will!

In order for the US Congress to make it a Federal crime: If done in Congress, either the House or Senate can bring the law. You would have to petition your immediate Federal Senator, or House Rep. to create/bring the law to the correct Congressional Committee. The Committee will then need to write it up/prepare it, then bring it to the main floor as a House or Senate Bill. It will then need a majority in the house twice, and a Senate 60 votes to pass into law. It is usually easier to pass death penalties like this in your own State rather than the US Congress.

How you start a petition is determined by who wish to petition.
Make it a capital crime? Only a state court or federal court can sentence to death (i think), so you would need to petition your state legislative reps or your US Rep or Sen and ask them to make it a law... that's who makes laws, yo.
So... its going to depend on if and how your state allows petitions, and best of luck at the federal level... they aren't going to make their own hobby punishable by death.

The Constitution does not allow the federal government to make laws like this (minimum punishment for convicted pedophiles). Don't get me wrong, I'd like to see all pedophiles tried and convicted, but the proper role of the federal government is to manage business between the states, manage US territories, and manage business with entities outside of the US.
That's why there's no federal law against murder, or rape, or robbery. It's up to the individual states to manage themselves, so each state has its own laws against murder, rape, robbery, etc.
Look at alcohol prohibition. At the time, the Congress knew they had no power under the constitution to prohibit alcohol, so they went through the Amendment process to change the constitution to grant them that power.
I was thinking more along the lines of showing the vast majority support it. Then the heat on the legislators would be next.
I'll give you a downvote if it makes you happy... All this death penalty stuff and "They'll sign so they won't be suspected" sounds a lot like sharia/mob law to me... And I shouldn't have to site the plethora of people falsely accused do I? I don't know about you but, I do not think I want to go back to the "Accusations are good enough for me" = Witch Hunts. ~ Plus the case that after watching all the court stuff this year and many a court cases in the last 20 years where accusations of pederasty is boilerplate divorce procedure these days.
