I don't think that's true... Regardless, the statute itself is even more specific than "public places": http://www.leg.state.fl.us/Statutes/index.cfm?App_mode=Display_Statute&URL=0800-0899/0876/Sections/0876.12.html

The gay couple was allowed to enter and purchase anything already for sale in the shop.

The baker refused to create a custom product for the gay couple.
