You missed option #3: Trump knows fully well that these vaccines are harmful, but can see far in advance of the consequences of condemning the vaccines and having the anti vax stance being weaponized by the mainstream media while half the country is still brainwashed. And so Trump made the best long term choice that we won't understand until the time comes
