Because it's not about a vackstheeen. Or "health".

It is about Control. Prison Planet. With ushering in the "New Normal" of the QR Code "Passports" just a symptom of that. No more international air travel. No more free travel around the country (or indeed inside of your own Province). No more food choice. No more medical choice.

Everything is in service to the implementation of Prison Planet.
