That's the rule about double agent theories. A double agent must perform some actions in the interest of the enemy to earn the enemy's trust. But when the double agent performs too much in the enemy's interests, then that agent is counter productive to your interests and must be cut off.
If Q were a double agent, he was too counter productive to the deep state's interests. Uniting people while the DS deploys BLM/antifa would've been counter productive.
