Not commenting on the validity of this image but I think you guys have the message wrong.

This appears to be an advertisement put out by the SEC to encourage people working at these bot farms to turn whistleblower. They are offering people both foreign and domestic millions to come forward. They are reminding them that these bot farms are criminal and in such a case NDAs are void.

If this is real I bet they get all kinds of takers.
