Not sure they're all evil. Some are simply confused by powerful propaganda.

To me the distinction between confused and evil is that the confused believe what they do is good for others as well as themselves while the evil know what they're doing is designed to harm others and benefits only themselves.

That's not a very fine, sharp knife but it's a hard cut to make. It's a gradual greyscale and where you choose to put the knife is never clear and exact.
