I heard this theory from Dave on X22 Report and it has intrigued me. It provides an interesting twist on how HRC will work her way into the presidency. Instead of Kamala replacing Joe, and Hillary coming in as VP, Kamala will leave first (resignation?) and Hillary will take her place. Then Biden will be replaced (25th, death?) and HRC will become president. HRC has been doing some weird things lately which might signal she's coming back on the scene. I don't have a sense on how likely this is but would appreciate other viewpoints. My apologies if this has been discussed before.

The main question I have is what is the mechanism by which a civilian not already in an elected position would become VP, which is an elected position? I'm not saying it can't be done, I really don't know what the protocol is if a VP were to resign? Can Congress just appoint anyone they want or is there a specific method to how the VP is replaced. An interesting theory, nonetheless.
Congress does not appoint but advises and confirms, much like the SCOTUS. The discretion of the nomination is the President's.
Nixon, Agnew and Gerald Ford are the best and most recent example.

That said, nothing is impossible in the US Government, today. But if Senate Republicans confirmed Killary to VP, it would probably lead to Civil War.
