I think this was the second half of the Quid pro Quo.

You leave office now and pave the way for our new female phenom (who is actually a total dud), and we'll hit you with some sexual harassment stuff that will fade in a few months but will be embarrassing. Oh, and your brother is going to be removed from his perch as well. In exchange, you skate on the murders.
