That is considered acceptable and appropriate protocol and is not unique to biden. You can watch old video going back decades and see presidents addressed as either President Soandso or Mr. Soandso. It's one way of denoting we are not under a monarchy.
Actually got called out by lefty writer for this observation once. I have researched and confirmed that it appears to appropriate. Writer has the discretion as long they open the article "Mr." or "President" the first time they name them....
