Any one of them could write a check from their checking account....what's interesting is that someone felt that they needed to make an announcement that "the Queen isn't paying" for it....

This is just the Royals' PR team, attempting to make full use of the scapegoating strategy they initiated two years ago by "cutting off" Prince Andrew. This story is a Royals' PR announcement.
