Um, I guess in theory it could if you had a really sensitive material but it just seems unlikely that such a low power thing could cause an ignition even if it were fiddled with. You would probably end up having to make further modifications beneath the surface to amp the kitchen timer's voltage up or something.
You could wire the timer to something internally that activates a larger battery source with higher power, but I am not an engineering expert on pipe bombs. Not my expertise or interest.

It's basic electrical engineering. You're not using the timer as a source of power, you're using a battery.
The timer's just a switch.
