They are called bolides, and, yes, they basically vaporize. The Arizona meteor had enough kinetic energy to do just that. I have no idea what you are trying to claim from NASA, but the Apollo crews went through the Van Allen belts. High altitude satellites go through them on their way to geostationary orbit. It is absolutely not like microwave radiation. It is energetic electrons and protons. One needs shielding and short exposure time.

We stopped going to the Moon because it became politically unpopular and because the NASA bureaucracy had a "better idea" in mind (the Space Shuttle). This is rather old history. I had the good fortune to work with mentors who were involved in the Apollo program and its predecessors, so I got my knowledge from direct contact with people who knew.
