Looks like he was just distracted at the same exact time by someone else. I'm sure if this clip was 5 seconds longer we'd see them shake hands.

I mean he probably did shake his hand eventually, just to be cordial. But he clearly slighted him on purpose, there is no way he was that unaware of his surroundings.
