The cover story by CBS was that drills between Law enforcement and Military was being conducted for the period of Feb 4-9, 2019. However, the consensus among the people who have looked deeper into all of this is that these are in no way drills, not with the kind of manoeuvres that they pulled off.

Information is a little hard to find this far from the incident. Some of the websites have deteriorated with videos and media becoming lost, but the gist I get is, bioweapons were intercepted on Feb 4, 2019 in a hot and urgent operation before they could be deployed on Los Angeles.

The immediate trigger for this was the assassination of CIA arms pilot Jordan Isaacson, deep cover name Antonio Pastini, who was perhaps linked to the Las Vegas Massacre of 2017. On Feb 4, 2019, his plane was bombed out of the sky and crashed into a home in Yorba Linda, L.A., killing Isaacson and 4 unsuspecting residents.

During this time, "exercises" began with Black Hawk helicopters and Little Birds being deployed to various locations, most notably close to banks, and most notably an address near Wells Fargo. The address was 1138 Wilshire Blvd # 300, Los Angeles, CA 90017, United States, and the building listed was "Guatemalan Trade Center". It's now an abandoned building slated for demolition.

Explosions from breaching charges could be seen and heard as unidentified troops dressed in white outfits, most likely hazmat suits, rappelled down to the surrounding streets, as seen in this video here:

Subsequently, they could be seen extracting high value targets from the address. They were evacuated from the site by MH-6 Little Birds and MHM-60 Black Hawks with their distinctive refuelling booms, both types of which are special operations helicopters. Word has it that these belonged to the 160th Special Operations Aviation Regiment (SOAR) "Night Stalkers", who among the world's most elite spec ops aviators. (Thanks u/Dogsoldier2!)

No one knows what exactly was extracted as that information is being kept secret. However, the most common consensus is that it was a hot and live bio-weapon, given the hazmat suits, the suddenness and urgency of the operation, the kind of equipment and tactics used, the hazards present in that particular urban environment, subsequent decontamination procedures, evidence of breaching charges, and the events' proximity to the current pandemic madness.

This thread from 4chan, posted well after this raid, alludes to the pandemic that would happen the following year, and also makes reference to the west coast. I suspect that this may have been an inside hint as to just how close we were to utter death and devastation in DTLA.
