They are firing rubber bullets. The protestors are hiding behind the shields which stop them for the most part. Most rubber bullets are medium to low velocity. They aren't designed to be fired at such long distances so those shields stop them easy enough. Notice how the closer they got the more they broke up. They got within the effective range and starting taking hits so they ran away.

Do you know that or are you assuming that?
Any time I've seen rubber bullets/baton rounds/less lethal deployed, it's either been from a 12 gauge or purpose built launcher bit like for 203s.
The rate of fire and the rapport suggests this was small arms fire and therefore unlikely to be rubber bullets.
I know they exist in 9mm and .380, I've just never seen them used for crowd control.
