What makes you think the guy passing the Baseball bats is capitol staff? I see no distinctive uniform. What it looks like to me is one rioter passing the bats to another.
Good question. My guess is that either those guys brought them in and now they're leaving, or they got scared about getting arrested with weapons and decided to leave them outside.
The guy in the room was not dressed like those outside. He’s got a sweater on, no black coat, no mask, no hat….dude looks like he was reading a book by the fire. People would be jumping out the window with their “arms” - this dude is handing them out.

Plenty of the protesters were just wearing normal clothes that day.
