Makes no sense. Winter is a shitty time to do concrete work if you don’t do it properly, freeze/thaw and winter precipitation are hell on curing concrete (if done right, works out ok, but this is DC we’re talking about). Never mind potential damage to the water lines for the fountain if there’s a deep freeze and they aren’t properly covered.
