Why the rods? Normal demo works. If they want to be dramatic or poetic, I'm sure they could find a few CIA jets somewhere, maybe even with special convicted agents on board... and then demo the buildings.

People on the ground (cited by Nancy Drew and PenguinSix on their Jan. 11th videos in person at this site) are saying they're digging up pipes for a broken fountain. The barrier wall is to prevent flooding the area as they dig up the pipes.
