There's a big digging machine and a claw dropping the concrete barriers into place inside the lawn area. People on the ground in DC are saying that they're digging up pipes on a broken fountain on the WH lawn and that short wall is to protect from flooding. The gaps on the upper portion are to leave room for the big metal claw to position each concrete barrier into place. If you watch these videos, it will make sense.
