I looked. It's not a wall around the White House. It's a wall around a space on the lawn in front of the White House. I have no guess as to its proposed utility.

Around the fountain, no idea why but apparently they did the same thing when they worked on the other fountain round the other side

Why would any work on a water fountain be scheduled for the dead of winter? Must be something that is time sensitive.
