What he likely did and the whole Epstein debacle is not even hebephilia (attraction to young adolescents aged 12-14) but ephebophilia (attraction to "old adolescents" aged 16+).

technically it's not since they are at sexual maturity, but there is an age difference to be taken into account. A 40yo with a 16yo is very wrong.
And generally since 16yo are VERY immature and lack long term planning capacities and lack a good understanding of consequences, it's predatory for older and more mature individuals (20yo+) to pick them up/groom them (which is what happened with Epstein).
The rules should be that you can get with a 16yo only if you are under 20.
