I'm guessing she was named as a newborn by a fan of Practical Eugenics which was a hugely popular "society perfecting" ideology late 19th and early 20th centuries.

It is the American-born ideology that the Nazi Germans hooked onto to justify their racial cleansing program.

Socialist utopias have always been based on a need to commit massivly mass murder in the requirement to remove everyone that does not fit the proper mold for that utopian system.
