You're right, that is an offensive statement toward people with Down syndrome.

But having Down syndrome does not make one incapable of evil thoughts:

for all have sinned and fall short of the glory of God,

Romans 3:23 ESV

The Bible is clear that all men, including those with Down syndrome, are guilty of sin. Sin is evil. And sinful actions begin with sinful thoughts.

The only hope is in Jesus Christ.

Well, both can't be true:

The Bible is the infallible word of God
People with Down syndrome are without sin

The only sinless man to ever exist is Jesus Christ.

You may want people with Down syndrome to be completely innocent, but what you want doesn't determine reality.
