It makes sense that they would intersperse the system with decoys, giveaways and fodder, while using it to recruit and implement their main agenda, softly.
Remember, these organizations and those that run them are not quite 322 .e. secret societies. They present themselves to the world as nice people, present themselves very much as something they aren't.
Note also that many who join the freemasons are unaware and ignorant of the reality of the upper levels. That's how you infiltrate best: camoflage.
