I think it may have to do with Law of War stuff - basically, the United States might have broken international laws in effect back in the 19th century with regard to taking over Hawaii, and there might also be questions about whether the Constitution was strictly followed in the process by which Hawaii became a state.
Cleaning up the cabal's mess might involve "making things right" with Hawaii but as you mention, the military/strategic value of the islands means that they can't easily just be given full independence. If there is any change at all to Hawaii's status, my guess is they make it a territory and keep the military installations there.
This might give the Hawaiian govt a little more autonomy than they have had in the past but I suspect they will be made to honor current land holdings by non-Hawaiians.
I am surprised I haven't heard of this. Dang, it leaves a slew of possibilities..will they still get reps and senators as a territory? China would immediately move in and try and get a foothold. Just another wrench in the gears of our volatile world. If they were no longer a state they wouldn't receive give aways, soc sec and the like. As fucked up as Hawaii is now, I can't imagine what's going to happen if they are made more independent.
