Just force them to deal with people that won't do what they're told. You don't have to take it to any extreme. For example, if an employee asks you to put a mask on, it is ok to either just walk out or put a mask on. You don't have to cause a scene. That's not my thing - I don't like confrontations.
But in the last month, despite an order by my state's governor, I've only been asked to put a mask on once. And that is visiting probably 50 businesses.
