The other option was to get Durham and other investigators the highest security clearances but that would take a very long time and ultimately would not be given on the grounds of National Security..... they could also use that argument in court in respect to the prosecution evidence...... so Declas also means that any evidence can be used in court and in reaching a decision whether to prosecute or not....
