I was trying to find out where this came from. I watched a clip of Natalie Harp interview Liz Harrington and I see it's from that discussion.
It's so true. I remember seeing a movie recently with Tommy Lee Jones, The Homesman. In the movie there was a scene where they gave a group of Indians one of their horses to make them happy so they wouldn't steal the rest of their stuff. Of course in the movie that worked, in real life I doubt it. A thief is going to take all they can unless you stop them.
Indians would and could steal settlers and travelers blind, just like they stole from each other's tribes, but the scene as described was more of a toll paid for the tribe allowing the travelers to pass in peace.
