He finished his oath at 11:48 AM. Though according to the 20th Amendment he legally came in at noon.
The oath must occur at exactly noon. It was all a show. Biden never legally came into anything.
There’s no such rule as this. The Constitution says that the president has to take the oath “before” entering office, and that the term of the previous executive ends at noon. There’s no requirement anywhere that the oath be sworn exactly at noon, and it would be incredibly dumb if there were such a requirement.
"I'm sorry but you didn't finish the oath within the time limit. Tomorrow the VP will have a go and we'll just work our way down until someone gets it."
