The trigger is that the occupation forces need to come clean and explain what they have been doing and whom they represent. When they dont do that, they become "belligerent force". As that point, it provides series of options to the white hats, but the timeline for those actions would not be immediate. We have to keep that in mind so we dont get disappointed.
