Former military here... whatever is going on is highly compartmentalized. No normal troops would know. I have seen many different projects as active and contractor and can safely tell you that you would be surprised how well people can stay quiet for national security. Remember the Manhattan project was over 10k people and no one knew for years. Usually there are compartments within compartments which is also why the CIA and them were able to pull so much sketchy shit because everyone only knew their part.
My opinion is that even Q "deltas" are fed to us at some point after they happen. If we are smart enough to figure out a delta you bet your ass the deep state can. So sit back and relax and everything will happen in due time. When you lose faith just remember if Biden and them had complete control there would already be forced vaccinations and people in fema camps...they haven't tried because they know they don't have the backup or the upper hand or the moral high ground.
Oh also: Not all exercises are comms. There are always tons of exercises. More than anyone can count. And also from what I know about dumbs I call bs on that conspiracy. There could possibly be a few specific ones that were nefarious but as far as giant underground thousand mile tunnels I don't buy it for a second.
My mind is still open but if you have submarines and islands idk why you would bother with the tunnels.
