I don't get the point of her reading this off to a police officer and he apparently doesn't either.

I think it's just a formality that she now has it on record that law enforcement has been notified of the crimes committed and their participation in said crimes. Now that notice has been formally served, they are complicit and potentially even more so if they continue their ways.
