I checked the weather there last night and it dropped down to 0 degrees F. What virus, let alone the monkey's themselves, would be able to survive these temperatures? It was still only 17 degrees F there mid-morning today.
Besides, if these monkeys were such a biohazard, what were they doing transporting them across the state in the first place?

Well, viruses can at least survive the cold sometimes and be preserved by it.
Possible scenario:
● Arrange for monkeys to be released into the wild.
● Instigate testing of locals.
● Make sure each test infects the person being tested.
● Blame the outbreak on the monkeys.
