Maybe the monkeys were already diseased. This was a way to release a new disease into the public. Remember the DS is desperate and cornered. Very dangerous.

Think deeper...that would NEVER be the cause of an outbreak...but, would absolutely be used as the cover for plausible deniability related to a bioweapons attack. Kinda like the transgendered 3-way with a bat and pangolin in Wuhan story.
