Benedict was vigorously getting rid of the abusers when he was in charge of church discipline (prefect of the Sacred Congregation for the Doctrine of the Faith.) He had to convince the pope (John Paul II) that the stories in the news (2002) were true, not just gratuitous attacks on the church. Slowly, JPII became convinced of the imbedded serial abusers in the Church.
This post is rather misleading - the issue being referenced is simply whether or not Cardinal Ratzinger, long before being pope, was present at a meeting 41 years ago, a meeting at which not much was decided, except to send a priest accused of abuse to therapy.
In hindsight we can lament that more strict measures were not taken, however there was rampant disobedience and lying among those who infiltrated the Church — just as there has been in virtually every other institution, not just religious but also secular.

The Catholic faithful will be in any second to frantically mash the down bite button. 😂

He lied about more than the one case, which he blames on an editing problem. The article goes on to state there was 4.
But he's sorry, so cool, that should be enough right?
Not. Even. Close

Pope Benedict defected from the Nazi army. He and his father were lifelong foes of the Nazis.
This makes me so sad. Q let us know the truth won't be for everyone
He's damned alright although I appreciated his scholarship.
