Yea, I have had a problem with the concept that a certain percentage of what happens "must remain private." How is that a government of the people?

Full disclosure is a must. If people are to truly be awakened and trust in the gov eroded, the public must see what these people have been doing. Specially to children.

Sadly it's never been government of the people. Some people begin something with good intentions but power corrupts and it's rarely to see someone with power that is not corrupted by it.
