These are going to be really dumb questions because I'm not a farmer but live in Central PA. I see farmers around here that have cattle also have giant feed corn fields and stock pile it. Is it not possible because of the climate in Canada to do the same? They raise so much feed corn here I would imagine they even sell some off.
Last time I heard about a cattle feed shortage (or perhaps it was a significant price hike that made it unaffordable to many cattle ranchers), one solution that ranchers employed was to fed the cattle candy instead of feed. It apparently was effective at keeping the cattle alive and fattening up the cattle.
Not sure if this situation could be dealt with similarly, good luck to the ranchers.
We need small scale agriculture not dependent on "large feed lots". Grass fed beef is the way. High density stocking, frequent moving, diverse pasture mix. Places where it snows obviously need to have a field or two to cut hay, but will need much less supplemental feed. Support your local small scale farmers!

How do cattle normally survive in the wild?
Feed them polticians through a woodchipper
