Her strategy was based on the fact that every school district and board has surety bonds on all members and also on the board as a corporate body, to protect them financially from suits if the members individually or as whole cause harm. Like making children sick by forcing them to wear masks. So the tactics are laid out, how to get info on the bonds, how to show harm, how to beat the board over their collective head with financial ruin by suing for their bond money. She really spells it out. I haven't been on a school board but could immediately see how that would work with an HOA.
