The only thing I've witnessed at least in W. PA are school districts maintaining at least 1 fiscal year's worth of unfunded liabilities and the state continuing to do the same thing.

Do you remember when Wolf was under Rendell and he changed the multiplier for the PSERS? That not-so-subtle change caused every county, municipality and school district to automatically go further in debt and try to play catch up. These bastards should be tarred and feathered unless you can come up with a more painful punishment.
