Sounds like something that elected and appointed officials must get in order to hold their offices and titles. Basically a promissory note they they will uphold their duties.
Think of it like jail and bail bonds. The dude getting the bond must follow the terms of the bond or face consequences. They offer up a percentage, I presume, and so long as no one pulls them they can do whatever they want. It's like insurance against them going against the constitution. I think it might quite literally demolish the "democracy" as we know it and return US to a True Republic.
