You can run an ELA (Error Level Analysis) and see it's photoshopped.

You won't see that with the human eye. Most of the jpg should be at roughly the same level with some small high points at edges of color. When a section pops out at a distinctly higher amount its likely from manipulation.

It's not a good photoshop, and that image is probably from 2001 or so.
