I checked Twitter and can't find this exact Twitter account, but someone with the same name, and same Chinese characters, is listed as @chenweihua4, as Columnist, China Daily. What is interesting is this guy's last posts were in 2018, and they appear to be fairly pro-China and anti-Trump.
