I think the trick is to do it in a way that you can repair them yourself… I mean I could disable a lot of stuff with a hammer, but I shudder to think of the repair bill.
All operators of air brake vehicles know how to cage their brakes. All their doing is taking the bolts with them. The theory is no towing company is going to have a set of bolt for every truck they hope to tow. Not that they can’t order 19,000 bolts on Amazon….
Most relatively modern semi air brake cans are standardized. The bolts are pretty much the same outside of a few. Still, The tow guys are not about to supply them for the man. Pulling the bolts bricks it and that is all there is too it. The power is in the numbers.
I imagine any trucker would know how to disable his air brakes. :)

Every truck is gonna have different bolts too. Peterbilt and Mack have different bolts since they have different engines, chassis, and structure.

I thought it wasn’t just some bolts but some specific hard to get parts
Assuming they could find the right size and type to fit all makes and models of truck over an eighty yr timespan
