I doubt this is an original, or a recreation of an original document. by those in "the Covenant" as a set of instructions to new arrivals to that "Covenant."
I do think that it was written by someone with extensive knowledge of how the Deep State / Illuminati / Satanists / etc operate, and printed/published as a way of waking people up to what's been going on.
