it's comms not stupidity.

48 can easily mean the Lower 48, as in the continental US, too.

You know it's comms because the article's lede is inaccurate... 48 people did not forget how to write a Q, ONE lady did, as per the article itself. So they're really stretching that headline. On purpose. Because the article is there to serve the headline, and not the other way around.
