You are correct :-

Driving is not recommended and people who are susceptible to mental illness can have the experience act as a catalyst for their illness.

I had a mate go full schitzo after a very powerful ticket. I firmly believe he was headed there anyway.

They are not totally without risk for people with an incipient mental illness.

The fact that a small percentage of peeps can have a reaction should not make it inaccessible to everyone else.
