Freeze them out? It was 60°+F today there, I checked myself. I keep my thermostats lower than that during winters where I live in winter and we regularly get well below freezing temperatures.

The crime is segregating. I hate sensationalism, focus on the apartheid, not "without heat" when there is no reason to have the heater on.
