Look again at the GIF file and try to focus on the outlines of the skull you can see beneath the skin on the forehead.
It would be a very dangerous operation, and could affect cognitive abilities. The frontal cortex is a very important part of the brain, so no, they wouldn't mess with that just for plastic surgery. The more I look at the two images (especially the frontal cranial outlines of the skull) the more convinced I am that it's two different men.

I don't believe anybody would have part of the skull ground down for vanity, as it would make it weaker.
