Comms are really just ciphers but they made it less obvious.
If you watch the video "History of cipher" you can see why Q was favored. E would be the worst letter since it's the most comment. Q is one of the rarest letters so it's very useful for ciphers.
Comms go away back. I believe the Victorian era was when they really started getting sophisticated. Humans and ciphering have a long history.
